I would prefer to be ruled (or led) by people who are intelligent and well-intentioned. In that sense, they could be considered “elite.” Genetics (family relationships) is absolutely the worst way to find good leaders. So is party affiliation or loyalty to some group. These are not proper tests of intelligence or good will. Unfortunately, democracy may not be the best way to weed out our best leaders either. But it is one of the better ways we have come up with to do this.
